  滄州市強化危險廢物監管(guan)和利(li)用處置(zhi)能力改革落實方案

  為(wei)貫徹(che)落實(shi)《國務院辦(ban)公廳(ting)關(guan)于(yu)印發強(qiang)化危(wei)險廢(fei)物監(jian)管和利(li)用處置(zhi)能(neng)(neng)力改(gai)革(ge)實(shi)施方案(an)的通知》(國辦(ban)函〔2021〕47號)和《河(he)北省人民政府辦(ban)公廳(ting)關(guan)于(yu)印發河(he)北省強(qiang)化危(wei)險廢(fei)物監(jian)管和利(li)用處置(zhi)能(neng)(neng)力改(gai)革(ge)行動方案(an)的通知》(冀政辦(ban)字(zi)〔2021〕83號)精神,切實(shi)提升危(wei)險廢(fei)物監(jian)管和利(li)用處置(zhi)能(neng)(neng)力,有效防控(kong)危(wei)險廢(fei)物環境與安全風險,結合我市(shi)實(shi)際,制定(ding)本落實(shi)方案(an)。

  一、總體要求

  (一)指(zhi)導思(si)想。以習(xi)近(jin)平(ping)新時代中(zhong)(zhong)國特色社會主義思(si)想為(wei)(wei)指(zhi)導,全(quan)面(mian)貫徹黨的十(shi)九(jiu)大和十(shi)九(jiu)屆二中(zhong)(zhong)、三(san)中(zhong)(zhong)、四中(zhong)(zhong)、五(wu)中(zhong)(zhong)全(quan)會精神,深入落實習(xi)近(jin)平(ping)生(sheng)態(tai)(tai)(tai)文明思(si)想,按(an)照(zhao)黨中(zhong)(zhong)央、國務(wu)院決(jue)策部署和全(quan)國生(sheng)態(tai)(tai)(tai)環(huan)境保(bao)護大會要求及省委(wei)、省政府,市(shi)委(wei)、市(shi)政府工作安(an)排,堅持精準治污(wu)、科學(xue)治污(wu)、依法治污(wu),以持續改善(shan)生(sheng)態(tai)(tai)(tai)環(huan)境質量為(wei)(wei)核心(xin),以有效防控危(wei)險廢物(wu)環(huan)境與安(an)全(quan)風險為(wei)(wei)目(mu)標,深化體(ti)制機(ji)制改革,全(quan)面(mian)提升危(wei)險廢物(wu)監管(guan)和利(li)用處(chu)置能力,切實維護人民群眾身體(ti)健(jian)康和生(sheng)態(tai)(tai)(tai)環(huan)境安(an)全(quan)。

  (二)工作原則。

  堅持(chi)改革(ge)創新(xin),著力激發(fa)活力。全面深化改革(ge),開拓(tuo)工作思(si)路,創新(xin)方式方法,激發(fa)市場活力,鼓勵試(shi)點(dian)先行,切實解(jie)決危(wei)險廢(fei)物監管和利用處置方面存(cun)在的突出問題。

  堅持依法(fa)治理,著(zhu)力(li)強(qiang)化(hua)監管(guan)。落實危(wei)(wei)險(xian)廢物法(fa)律(lv)法(fa)規和標(biao)準規范(fan),明確(que)部(bu)門(men)職責分工,建立完善部(bu)門(men)聯動機制,健全危(wei)(wei)險(xian)廢物監管(guan)體系,依法(fa)行政,嚴格(ge)執法(fa)。

  堅持(chi)統(tong)籌安(an)排,著(zhu)力補齊短板。科學評估、合理布(bu)局、優化結構(gou),分行業(ye)領域(yu)、分區(qu)域(yu)地(di)域(yu)補齊醫(yi)療廢物、危(wei)險廢物收集處理設施方(fang)面短板,不斷提升利(li)用處置水平。

  堅持(chi)多元(yuan)共(gong)治,著力防控(kong)(kong)風險。強化(hua)政(zheng)府引導與支持(chi),壓實(shi)企業主體責任,充分(fen)發揮社會組織和(he)公(gong)眾監督作用,實(shi)行聯(lian)防聯(lian)控(kong)(kong)聯(lian)治,嚴守危(wei)險廢物環境與安全風險底線(xian)。

  (三(san))工(gong)作目標。到2022年底,危險(xian)廢(fei)物監管體制(zhi)(zhi)機制(zhi)(zhi)進一步完善(shan),建立安全(quan)監管與環境(jing)監管聯(lian)動機制(zhi)(zhi);危險(xian)廢(fei)物非法轉移傾倒行為得(de)到有(you)效(xiao)遏制(zhi)(zhi)。基本(ben)補(bu)齊醫療廢(fei)物、危險(xian)廢(fei)物收集處(chu)理設(she)施方面短板,引導危險(xian)廢(fei)物環境(jing)治理產業積極有(you)序發展;縣級以上城(cheng)市(shi)建成(cheng)區(qu)醫療廢(fei)物無害化處(chu)置率達到100%,全(quan)市(shi)危險(xian)廢(fei)物處(chu)置能力(li)基本(ben)滿足市(shi)域內(nei)實際處(chu)置需求。

  到2025年底,建(jian)立(li)健全(quan)源頭(tou)嚴(yan)(yan)防、過程嚴(yan)(yan)管、后(hou)果嚴(yan)(yan)懲的危險廢物(wu)監(jian)管體系。危險廢物(wu)利用處置能力充分保障,技(ji)術和運營(ying)水平(ping)進一步提升(sheng)。

  二、完善危(wei)險(xian)廢(fei)物監(jian)管(guan)體(ti)制機制

  (四)依法依規(gui)(gui)履行(xing)危險廢(fei)物(wu)監管職責(ze)。各(ge)縣(市(shi)(shi)(shi)(shi)、區(qu)(qu))對轄區(qu)(qu)危險廢(fei)物(wu)治理(li)工(gong)作負(fu)(fu)總責(ze),將危險廢(fei)物(wu)污染環(huan)境(jing)防(fang)治工(gong)作納(na)入本地國民經濟(ji)和(he)社(she)會發展規(gui)(gui)劃、生(sheng)(sheng)態環(huan)境(jing)保護規(gui)(gui)劃,統籌推進,協同(tong)發展。各(ge)級發展改(gai)革、工(gong)業和(he)信(xin)息化、生(sheng)(sheng)態環(huan)境(jing)、自然資(zi)源、住房城鄉建(jian)設(she)、城市(shi)(shi)(shi)(shi)管理(li)、交通(tong)(tong)運輸、應(ying)急管理(li)、農業農村(cun)、衛生(sheng)(sheng)健(jian)康(kang)、公(gong)安、海關等有關部(bu)門要認真執(zhi)行(xing)國家(jia)、省(sheng)危險廢(fei)物(wu)治理(li)方針政策和(he)要求,嚴(yan)格落(luo)實(shi)在危險廢(fei)物(wu)利用處(chu)置(zhi)、污染環(huan)境(jing)防(fang)治、安全生(sheng)(sheng)產、運輸安全以(yi)及(ji)衛生(sheng)(sheng)防(fang)疫(yi)等方面的監管職責(ze),細化實(shi)化工(gong)作舉措,切實(shi)履職盡責(ze)。(市(shi)(shi)(shi)(shi)生(sheng)(sheng)態環(huan)境(jing)局、市(shi)(shi)(shi)(shi)發展改(gai)革委(wei)、市(shi)(shi)(shi)(shi)工(gong)業和(he)信(xin)息化局、市(shi)(shi)(shi)(shi)自然資(zi)源和(he)規(gui)(gui)劃局、市(shi)(shi)(shi)(shi)住房和(he)城鄉建(jian)設(she)局、市(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)管理(li)綜(zong)合行(xing)政執(zhi)法局、市(shi)(shi)(shi)(shi)交通(tong)(tong)運輸局、市(shi)(shi)(shi)(shi)應(ying)急管理(li)局、市(shi)(shi)(shi)(shi)農業農村(cun)局、市(shi)(shi)(shi)(shi)衛生(sheng)(sheng)健(jian)康(kang)委(wei)、市(shi)(shi)(shi)(shi)公(gong)安局、滄州海關等部(bu)門及(ji)各(ge)級政府(fu)負(fu)(fu)責(ze)落(luo)實(shi)。以(yi)下(xia)均需(xu)各(ge)縣(市(shi)(shi)(shi)(shi)、區(qu)(qu))人(ren)民政府(fu)和(he)渤海新區(qu)(qu)、開發區(qu)(qu)、高新區(qu)(qu)管委(wei)會負(fu)(fu)責(ze)落(luo)實(shi),不再列出(chu))

  (五)加強部(bu)(bu)(bu)(bu)門(men)(men)間(jian)協(xie)調(diao)配合。進一(yi)步加強部(bu)(bu)(bu)(bu)門(men)(men)間(jian)溝通協(xie)作(zuo)(zuo)(zuo),形(xing)成分(fen)工(gong)(gong)協(xie)作(zuo)(zuo)(zuo)、齊抓共(gong)(gong)管(guan)(guan)工(gong)(gong)作(zuo)(zuo)(zuo)合力,逐(zhu)步建(jian)立覆蓋危(wei)險廢物(wu)產生(sheng)、收集、貯存、運(yun)輸、利用、處置等(deng)(deng)全(quan)過程、全(quan)鏈條式監管(guan)(guan)體(ti)系。完善聯席會(hui)議制度,按照“誰(shui)議事、誰(shui)召集”原則,及(ji)時(shi)通報、研究解決危(wei)險廢物(wu)污染環(huan)境(jing)防(fang)治工(gong)(gong)作(zuo)(zuo)(zuo)中(zhong)重大問題、重大事項(xiang)、重點工(gong)(gong)作(zuo)(zuo)(zuo)。落實(shi)首辦(ban)移交,各(ge)部(bu)(bu)(bu)(bu)門(men)(men)發現職(zhi)(zhi)責范圍內(nei)監管(guan)(guan)事項(xiang)要(yao)及(ji)時(shi)辦(ban)理,涉及(ji)其(qi)他部(bu)(bu)(bu)(bu)門(men)(men)的事項(xiang)及(ji)時(shi)通告;發現緊急(ji)情(qing)況,要(yao)迅速(su)通告相關(guan)部(bu)(bu)(bu)(bu)門(men)(men),及(ji)時(shi)依法予以(yi)處理。促進信息共(gong)(gong)享,各(ge)職(zhi)(zhi)能部(bu)(bu)(bu)(bu)門(men)(men)要(yao)將職(zhi)(zhi)責范圍內(nei)的涉危(wei)險廢物(wu)有(you)(you)關(guan)信息及(ji)時(shi)通報其(qi)他相關(guan)單位;行(xing)(xing)政(zheng)審(shen)批(pi)機關(guan)要(yao)將審(shen)批(pi)、許(xu)可事項(xiang)結果通知具(ju)有(you)(you)法定(ding)監管(guan)(guan)職(zhi)(zhi)責部(bu)(bu)(bu)(bu)門(men)(men)。(市(shi)(shi)(shi)(shi)(shi)生(sheng)態環(huan)境(jing)局(ju)、市(shi)(shi)(shi)(shi)(shi)發展改革(ge)委(wei)、市(shi)(shi)(shi)(shi)(shi)工(gong)(gong)業和(he)信息化局(ju)、市(shi)(shi)(shi)(shi)(shi)自然資源(yuan)和(he)規劃(hua)局(ju)、市(shi)(shi)(shi)(shi)(shi)住房和(he)城鄉(xiang)建(jian)設局(ju)、市(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)管(guan)(guan)理綜合行(xing)(xing)政(zheng)執法局(ju)、市(shi)(shi)(shi)(shi)(shi)交通運(yun)輸局(ju)、市(shi)(shi)(shi)(shi)(shi)商務局(ju)、市(shi)(shi)(shi)(shi)(shi)衛生(sheng)健(jian)康(kang)委(wei)、市(shi)(shi)(shi)(shi)(shi)農業農村局(ju)、滄州海(hai)關(guan)、市(shi)(shi)(shi)(shi)(shi)應急(ji)管(guan)(guan)理局(ju)、市(shi)(shi)(shi)(shi)(shi)公(gong)安局(ju)、市(shi)(shi)(shi)(shi)(shi)郵(you)政(zheng)管(guan)(guan)理局(ju)、市(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)場監督管(guan)(guan)理局(ju)、市(shi)(shi)(shi)(shi)(shi)科技局(ju)、市(shi)(shi)(shi)(shi)(shi)行(xing)(xing)政(zheng)審(shen)批(pi)局(ju)、市(shi)(shi)(shi)(shi)(shi)法院、市(shi)(shi)(shi)(shi)(shi)檢察院等(deng)(deng)按職(zhi)(zhi)責分(fen)工(gong)(gong)負責)

  (六)全面落(luo)實“一長三員(yuan)”網格化(hua)(hua)監管(guan)機制。以縣(市、區)為單位,將域內涉危險廢物企(qi)業全部(bu)登記(ji)造冊(ce)并動(dong)態(tai)更新。落(luo)實“網格化(hua)(hua)”監管(guan)要求(qiu),建立健全鄉鎮政(zheng)府(街道(dao))、監管(guan)部(bu)門和企(qi)業組成(cheng)的“四位一體(ti)”監管(guan)機制,并動(dong)態(tai)更新,確保監管(guan)不(bu)斷檔,強化(hua)(hua)監管(guan)責任(ren)落(luo)實,嚴防非(fei)法轉(zhuan)移處置危險廢物。(市生態(tai)環(huan)境局(ju)負責)

  (七(qi))嚴格開展危(wei)險(xian)廢(fei)物規(gui)范化(hua)(hua)(hua)管(guan)理(li)。加大涉危(wei)險(xian)廢(fei)物企(qi)業規(gui)范化(hua)(hua)(hua)管(guan)理(li)監(jian)督檢查(cha)力度(du),各(ge)縣(xian)(市、區(qu))生(sheng)態(tai)環(huan)境部門按照規(gui)范化(hua)(hua)(hua)管(guan)理(li)要求,每(mei)季(ji)度(du)分批對域內涉危(wei)險(xian)廢(fei)物企(qi)業進(jin)行規(gui)范化(hua)(hua)(hua)監(jian)督檢查(cha),督導(dao)企(qi)業落實(shi)危(wei)險(xian)廢(fei)物規(gui)范化(hua)(hua)(hua)管(guan)理(li)各(ge)項要求,不斷提升企(qi)業規(gui)范化(hua)(hua)(hua)管(guan)理(li)水平(ping)。市生(sheng)態(tai)環(huan)境局(ju)按照危(wei)險(xian)廢(fei)物規(gui)范化(hua)(hua)(hua)環(huan)境管(guan)理(li)評估要求進(jin)行抽查(cha)。(市生(sheng)態(tai)環(huan)境局(ju)負責)

  (八)落實(shi)危險廢物(wu)環(huan)境(jing)風險區域(yu)聯(lian)(lian)(lian)防聯(lian)(lian)(lian)控機制。按照(zhao)省級聯(lian)(lian)(lian)防聯(lian)(lian)(lian)控合(he)作機制要(yao)求(qiu),落實(shi)危險廢物(wu)信息共享與協調合(he)作要(yao)求(qiu),以廢鉛蓄電池、廢礦物(wu)油、廢酸、廢堿為重點(dian),依法(fa)(fa)嚴厲(li)打(da)擊危險廢物(wu)跨區域(yu)非法(fa)(fa)收集、轉移、運(yun)輸、傾倒、利用和(he)(he)處(chu)置等(deng)違(wei)法(fa)(fa)行(xing)為;對跨省及省內跨區域(yu)涉危險廢物(wu)重大案(an)件(jian)和(he)(he)突發(fa)環(huan)境(jing)事件(jian),做好配合(he)協同調查處(chu)理。強化行(xing)政(zheng)區域(yu)交界處(chu)、鄉村及重點(dian)區域(yu)場(chang)所的聯(lian)(lian)(lian)合(he)執法(fa)(fa),重點(dian)打(da)擊跨區域(yu)涉危險廢物(wu)環(huan)境(jing)污染問題和(he)(he)環(huan)境(jing)違(wei)法(fa)(fa)案(an)件(jian)。(市(shi)生態(tai)環(huan)境(jing)局牽頭,市(shi)公安局、市(shi)交通運(yun)輸局等(deng)參與)

  (九)落實(shi)企業(ye)(ye)(ye)主體(ti)(ti)責(ze)任(ren)(ren)。危險廢(fei)物產生、收集、貯存(cun)、運輸(shu)、利(li)用(yong)、處置企業(ye)(ye)(ye)(以下統稱(cheng)危險廢(fei)物相關企業(ye)(ye)(ye))的主要負責(ze)人(法(fa)定代表人、實(shi)際(ji)控制(zhi)人)是危險廢(fei)物污(wu)染(ran)環(huan)境(jing)(jing)(jing)防治和安全(quan)生產第(di)一責(ze)任(ren)(ren)人,建立(li)企業(ye)(ye)(ye)主體(ti)(ti)責(ze)任(ren)(ren)承諾(nuo)制(zhi),壓實(shi)企業(ye)(ye)(ye)污(wu)染(ran)環(huan)境(jing)(jing)(jing)防治和安全(quan)生產主體(ti)(ti)責(ze)任(ren)(ren),嚴格落實(shi)危險廢(fei)物污(wu)染(ran)環(huan)境(jing)(jing)(jing)防治和安全(quan)生產法(fa)律法(fa)規制(zhi)度,依法(fa)依規投保(bao)(bao)環(huan)境(jing)(jing)(jing)污(wu)染(ran)責(ze)任(ren)(ren)保(bao)(bao)險。(市(shi)(shi)生態環(huan)境(jing)(jing)(jing)局(ju)(ju)、市(shi)(shi)公安局(ju)(ju)、市(shi)(shi)交通運輸(shu)局(ju)(ju)、市(shi)(shi)應(ying)急管理局(ju)(ju)、市(shi)(shi)銀保(bao)(bao)監(jian)分局(ju)(ju)等按職責(ze)分工負責(ze))

  (十(shi))推進(jin)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)信(xin)息(xi)公開。危(wei)(wei)(wei)險(xian)廢(fei)物(wu)產(chan)生(sheng)和經營企(qi)業要健全危(wei)(wei)(wei)險(xian)廢(fei)物(wu)管(guan)理臺賬,及時(shi)在河(he)北省固體廢(fei)物(wu)動態信(xin)息(xi)平臺申報危(wei)(wei)(wei)險(xian)廢(fei)物(wu)管(guan)理計劃和產(chan)生(sheng)、收集、貯存、利(li)用、處(chu)置信(xin)息(xi),依法公開危(wei)(wei)(wei)險(xian)廢(fei)物(wu)污染環(huan)境(jing)防治信(xin)息(xi)。危(wei)(wei)(wei)險(xian)廢(fei)物(wu)利(li)用處(chu)置經營單位,要依法向(xiang)公眾(zhong)開放(fang)設施、場所(suo),提高公眾(zhong)環(huan)境(jing)保護意識和參與程度。市(shi)生(sheng)態環(huan)境(jing)部(bu)門定期向(xiang)社會發布轄區(qu)危(wei)(wei)(wei)險(xian)廢(fei)物(wu)的種類、產(chan)生(sheng)量、處(chu)置能(neng)力、利(li)用處(chu)置狀況(kuang)等(deng)信(xin)息(xi)。(市(shi)生(sheng)態環(huan)境(jing)局負(fu)責)

  (十一)加快(kuai)危(wei)(wei)(wei)險(xian)(xian)廢物(wu)環(huan)(huan)境管理(li)信(xin)息(xi)平臺(tai)建(jian)(jian)設。按(an)照全省統一的危(wei)(wei)(wei)險(xian)(xian)廢物(wu)智(zhi)(zhi)能(neng)化(hua)環(huan)(huan)境管理(li)平臺(tai)建(jian)(jian)設標準規范,加快(kuai)市(shi)(shi)級平臺(tai)建(jian)(jian)設,落實(shi)(shi)屬地監管責任。完善(shan)智(zhi)(zhi)能(neng)監控設備安裝,指導全市(shi)(shi)所(suo)有年產危(wei)(wei)(wei)險(xian)(xian)廢物(wu)3噸以上(shang)的危(wei)(wei)(wei)險(xian)(xian)廢物(wu)相關企(qi)業(不包括醫療衛(wei)生(sheng)機構),在(zai)危(wei)(wei)(wei)險(xian)(xian)廢物(wu)產生(sheng)、收集(ji)、貯存、轉(zhuan)移、利(li)用(yong)、處置等(deng)重點環(huan)(huan)節、重要場所(suo)推(tui)行視頻監控、車輛識別(bie)等(deng)集(ji)成智(zhi)(zhi)能(neng)監控手段,并與實(shi)(shi)際(ji)平臺(tai)聯網運行,實(shi)(shi)現對危(wei)(wei)(wei)險(xian)(xian)廢物(wu)全過程跟(gen)蹤(zong)管理(li)。鼓(gu)勵各(ge)縣(xian)(市(shi)(shi)、區(qu))在(zai)工業園(yuan)區(qu)(工業聚集(ji)區(qu))根據企(qi)業危(wei)(wei)(wei)險(xian)(xian)廢物(wu)產生(sheng)、收集(ji)、貯存、轉(zhuan)移、利(li)用(yong)、處置等(deng)實(shi)(shi)際(ji)情(qing)況,創新開(kai)展(zhan)危(wei)(wei)(wei)險(xian)(xian)廢物(wu)監管信(xin)息(xi)化(hua)管理(li)建(jian)(jian)設。(市(shi)(shi)生(sheng)態(tai)環(huan)(huan)境局(ju)(ju)牽頭,市(shi)(shi)大(da)數據辦、市(shi)(shi)發展(zhan)改革委、市(shi)(shi)財政局(ju)(ju)等(deng)部(bu)門參與)

  (十七)組織實施強制性(xing)清(qing)潔生產(chan)審核。指導(dao)企業(ye)在(zai)生產(chan)過程中(zhong)使用無毒無害(hai)或低毒低害(hai)的清(qing)潔能源和(he)原料(liao),大力推廣節能環(huan)保(bao)工業(ye)技術(shu)。2022年底前,所有年產(chan)生危險廢物(wu)量100噸以上的危險廢物(wu)相關企業(ye)完成強制性(xing)清(qing)潔生產(chan)審核。(市(shi)生態(tai)環(huan)境局牽(qian)頭,市(shi)發展(zhan)改革委等參與)

  四、強化危險廢物(wu)收集轉運貯存等過(guo)程監管(guan)

  (十八)建立有害垃圾收集轉運體(ti)系(xi)。深入(ru)推(tui)進生活垃圾分類,建立有害垃圾收集轉運體(ti)系(xi),按照危險(xian)廢物貯(zhu)存標準,統籌規劃建設有害垃圾貯(zhu)存點。(市(shi)城市(shi)管理綜合(he)行政執法局牽頭,相關(guan)部門參與)

  (十九)推動收(shou)集貯存轉(zhuan)(zhuan)運(yun)專業(ye)(ye)化。推進危(wei)險(xian)(xian)廢物(wu)(wu)集中收(shou)集貯存轉(zhuan)(zhuan)運(yun)試點建(jian)設,圍繞服(fu)(fu)務工(gong)業(ye)(ye)園區(qu)內及周邊區(qu)域年產(chan)生危(wei)險(xian)(xian)廢物(wu)(wu)不超(chao)過3噸的工(gong)業(ye)(ye)企業(ye)(ye)、科研機構、學校(xiao)等(deng)產(chan)廢總(zong)量小的單(dan)位(wei),開展(zhan)(zhan)危(wei)險(xian)(xian)廢物(wu)(wu)專業(ye)(ye)收(shou)集轉(zhuan)(zhuan)運(yun)服(fu)(fu)務。按(an)照全省統一部署,開展(zhan)(zhan)工(gong)業(ye)(ye)園區(qu)危(wei)險(xian)(xian)廢物(wu)(wu)集中收(shou)集貯存試點和高校(xiao)集中區(qu)域實驗室危(wei)險(xian)(xian)廢物(wu)(wu)分類(lei)收(shou)集和預(yu)處理示(shi)范(fan)項目相(xiang)關(guan)工(gong)作。(市(shi)生態環境局、市(shi)交(jiao)通運(yun)輸局、市(shi)教育局等(deng)按(an)職責分工(gong)負責)

  (二十)規范危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物貯(zhu)(zhu)(zhu)存(cun)(cun)場(chang)所(設(she)(she)施)。新建項(xiang)目,產廢(fei)(fei)(fei)(fei)單(dan)位(wei)(wei)應(ying)結(jie)合(he)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物產生量(liang)、貯(zhu)(zhu)(zhu)存(cun)(cun)期(qi)限等(deng),配套(tao)建設(she)(she)符(fu)合(he)標準(zhun)的(de)貯(zhu)(zhu)(zhu)存(cun)(cun)場(chang)所(設(she)(she)施);危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物經營單(dan)位(wei)(wei)應(ying)結(jie)合(he)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物貯(zhu)(zhu)(zhu)存(cun)(cun)周期(qi)、檢(jian)維修時(shi)限等(deng),配套(tao)建設(she)(she)至少滿(man)足15天經營規模(mo)的(de)貯(zhu)(zhu)(zhu)存(cun)(cun)場(chang)所(設(she)(she)施)。對已建項(xiang)目,各(ge)縣(市(shi)、區)按(an)照《危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物貯(zhu)(zhu)(zhu)存(cun)(cun)污染(ran)控制標準(zhun)》,督(du)促企業結(jie)合(he)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物產生量(liang)、貯(zhu)(zhu)(zhu)存(cun)(cun)周期(qi)、處(chu)理處(chu)置等(deng)情(qing)況,開展(zhan)危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物貯(zhu)(zhu)(zhu)存(cun)(cun)場(chang)所(設(she)(she)施)自查自糾,自查自糾不能滿(man)足貯(zhu)(zhu)(zhu)存(cun)(cun)需(xu)求的(de)應(ying)加快整改(gai)到位(wei)(wei)。企業要(yao)嚴(yan)格實施危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物分類分區貯(zhu)(zhu)(zhu)存(cun)(cun),嚴(yan)禁將危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物混入非危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物以及不兼容危(wei)(wei)(wei)險(xian)廢(fei)(fei)(fei)(fei)物混存(cun)(cun)混放。(市(shi)生態環境局負責)

  (二十(shi)一)加強轉(zhuan)移(yi)聯(lian)(lian)單(dan)(dan)(dan)管(guan)理。嚴(yan)格危(wei)險廢(fei)物產生、運輸、利(li)用處(chu)置(zhi)轉(zhuan)移(yi)聯(lian)(lian)單(dan)(dan)(dan)管(guan)理,督導企業如實填寫(xie)危(wei)險廢(fei)物轉(zhuan)移(yi)電子聯(lian)(lian)單(dan)(dan)(dan)相關信息(xi)。危(wei)險廢(fei)物利(li)用處(chu)置(zhi)單(dan)(dan)(dan)位驗收時,發現危(wei)險廢(fei)物的名稱、數量、特性(xing)、形態(tai)、包裝(zhuang)方式等與(yu)聯(lian)(lian)單(dan)(dan)(dan)填寫(xie)內容不符的,及時向(xiang)接受地生態(tai)環境(jing)部(bu)門報告,并通知產廢(fei)單(dan)(dan)(dan)位。(市(shi)生態(tai)環境(jing)局負責)

  (三十二)健全財政(zheng)(zheng)金(jin)融(rong)政(zheng)(zheng)策。依(yi)法依(yi)規(gui)落實危險廢(fei)物(wu)和醫療廢(fei)物(wu)處(chu)(chu)置收(shou)費制度(du),執行(xing)處(chu)(chu)置收(shou)費標準(zhun)并及(ji)時調整;在(zai)確(que)保危險廢(fei)物(wu)全流程監控、違(wei)(wei)法違(wei)(wei)規(gui)行(xing)為可追溯(su)的(de)前(qian)提(ti)下(xia),處(chu)(chu)置收(shou)費標準(zhun)可由雙(shuang)方協商確(que)定。根據國家危險廢(fei)物(wu)集中處(chu)(chu)置設施、場所退役費用(yong)預(yu)提(ti)和管(guan)理(li)相關辦法,將預(yu)提(ti)費用(yong)列入投資概算或者經(jing)營成本。鼓勵金(jin)融(rong)機構(gou)加大對危險廢(fei)物(wu)污染(ran)環境防治項目的(de)信貸投放。(市發展(zhan)改革委、市財政(zheng)(zheng)局、市生態環境局、市衛生健康委等按職(zhi)責分工負責)

  (三十三)落實稅(shui)收政策。依(yi)據(ju)固體廢(fei)物資(zi)(zi)源綜合(he)利用(yong)企(qi)業名單,精準落實環(huan)保(bao)稅(shui)免征(zheng)政策;對未合(he)規(gui)貯存、處(chu)置(zhi)的危險(xian)廢(fei)物,按規(gui)定征(zheng)收環(huan)境(jing)保(bao)護稅(shui)。積(ji)極推行(xing)網上辦稅(shui),對環(huan)保(bao)稅(shui)優惠事項取消備(bei)案(an)資(zi)(zi)料報送,實行(xing)留存備(bei)查。強化(hua)稅(shui)收征(zheng)管(guan)協同共(gong)治,建立健全部門長效協作機制,完善(shan)涉稅(shui)信息共(gong)享(xiang)平臺(tai),促進危險(xian)廢(fei)物貯存、處(chu)置(zhi)、資(zi)(zi)源綜合(he)利用(yong)、違法(fa)處(chu)罰等各類涉稅(shui)數(shu)據(ju)信息共(gong)享(xiang),提升稅(shui)源管(guan)理水平。(市稅(shui)務局(ju)(ju)、市生(sheng)態環(huan)境(jing)局(ju)(ju)、市工(gong)(gong)業和信息化(hua)局(ju)(ju)按職責分工(gong)(gong)負責)

  (三十四)保(bao)障土(tu)地供給。銜(xian)接(jie)國家和(he)省統籌(chou)規劃(hua)的危險(xian)廢物(wu)集中利用處置基地建(jian)設布局,指導各(ge)縣(xian)(市(shi)、區)科學編制國土(tu)空間規劃(hua),將(jiang)相關(guan)項(xiang)目(mu)(mu)用地統籌(chou)納入規劃(hua)。加強(qiang)要素(su)(su)保(bao)障,堅持土(tu)地要素(su)(su)跟著項(xiang)目(mu)(mu)走,指導各(ge)縣(xian)(市(shi)、區)做好危險(xian)廢物(wu)處置項(xiang)目(mu)(mu)建(jian)設用地保(bao)障工(gong)作。(市(shi)自然資源和(he)規劃(hua)局負責)

  (三(san)十(shi)七)保(bao)障重大疫情醫療廢物(wu)(wu)應(ying)(ying)(ying)急(ji)(ji)(ji)處(chu)置(zhi)(zhi)(zhi)能力(li)。統籌謀劃醫療廢物(wu)(wu)處(chu)置(zhi)(zhi)(zhi)應(ying)(ying)(ying)急(ji)(ji)(ji)能力(li)建(jian)設(she)(she)(she),保(bao)障重大疫情醫療廢物(wu)(wu)安(an)全(quan)有(you)效處(chu)置(zhi)(zhi)(zhi)。(市生(sheng)(sheng)(sheng)態環境(jing)(jing)局、市衛生(sheng)(sheng)(sheng)健(jian)(jian)康委(wei)按職(zhi)責(ze)(ze)分(fen)工(gong)負責(ze)(ze))全(quan)面梳理(li)新(xin)建(jian)、在建(jian)和(he)(he)(he)現有(you)危險(xian)廢物(wu)(wu)焚(fen)燒處(chu)置(zhi)(zhi)(zhi)設(she)(she)(she)施、生(sheng)(sheng)(sheng)活(huo)垃圾焚(fen)燒設(she)(she)(she)施等(deng)資(zi)源,梯次建(jian)立協同應(ying)(ying)(ying)急(ji)(ji)(ji)處(chu)置(zhi)(zhi)(zhi)設(she)(she)(she)施清單(dan),依據應(ying)(ying)(ying)急(ji)(ji)(ji)狀(zhuang)態,順序啟動應(ying)(ying)(ying)急(ji)(ji)(ji)響應(ying)(ying)(ying)設(she)(she)(she)施。2021年(nian)底前,明(ming)確至少1座協同應(ying)(ying)(ying)急(ji)(ji)(ji)處(chu)置(zhi)(zhi)(zhi)設(she)(she)(she)施,建(jian)立協同應(ying)(ying)(ying)急(ji)(ji)(ji)處(chu)置(zhi)(zhi)(zhi)設(she)(she)(she)施清單(dan)。按照醫療廢物(wu)(wu)處(chu)置(zhi)(zhi)(zhi)規范(fan),進(jin)一步改造應(ying)(ying)(ying)急(ji)(ji)(ji)處(chu)置(zhi)(zhi)(zhi)設(she)(she)(she)施進(jin)料口,設(she)(she)(she)置(zhi)(zhi)(zhi)醫療廢物(wu)(wu)應(ying)(ying)(ying)急(ji)(ji)(ji)處(chu)置(zhi)(zhi)(zhi)備用進(jin)料裝置(zhi)(zhi)(zhi)。明(ming)確應(ying)(ying)(ying)急(ji)(ji)(ji)狀(zhuang)態管理(li)流程和(he)(he)(he)規則,完善相關設(she)(she)(she)施,健(jian)(jian)全(quan)安(an)全(quan)體系,組(zu)織開展(zhan)分(fen)類收集、消毒包裝、上料投料、衛生(sheng)(sheng)(sheng)防疫等(deng)應(ying)(ying)(ying)急(ji)(ji)(ji)演練。動態跟蹤協同應(ying)(ying)(ying)急(ji)(ji)(ji)單(dan)位運營情況,督導企業落實(shi)人力(li)、技術、運輸、物(wu)(wu)資(zi)以(yi)及人員(yuan)衛生(sheng)(sheng)(sheng)防護等(deng)保(bao)障措(cuo)施,做好應(ying)(ying)(ying)急(ji)(ji)(ji)準備。(市發展(zhan)改革委(wei)、市工(gong)業和(he)(he)(he)信(xin)息化局、市生(sheng)(sheng)(sheng)態環境(jing)(jing)局、市衛生(sheng)(sheng)(sheng)健(jian)(jian)康委(wei)、市城市管理(li)綜合行政執法局按職(zhi)責(ze)(ze)分(fen)工(gong)負責(ze)(ze))

  九、強(qiang)化(hua)危(wei)險(xian)廢(fei)物環境(jing)風險(xian)防控能力

  (三十九)持(chi)續深(shen)入(ru)開展排查(cha)整治。將危險(xian)(xian)廢物(wu)排查(cha)整治納(na)入(ru)常態(tai)化監(jian)管(guan)執法(fa)中,以環評批復、排污(wu)許可、規范化管(guan)理等(deng)為(wei)(wei)基本依(yi)據,綜合企(qi)(qi)業生產規模(mo)、工藝路線、原(yuan)輔材料、用電量(liang)、管(guan)理計劃等(deng)因(yin)素,客(ke)觀分析研判企(qi)(qi)業危險(xian)(xian)廢物(wu)產生、轉移、利用、處(chu)置情況,增強(qiang)重(zhong)大(da)問題發現能力,切實(shi)(shi)把(ba)風險(xian)(xian)隱患消(xiao)除在(zai)萌芽狀態(tai),有效遏制(zhi)企(qi)(qi)業非法(fa)傾倒處(chu)置等(deng)違法(fa)行為(wei)(wei)。把(ba)群眾舉報線索(suo)作為(wei)(wei)排查(cha)整治工作重(zhong)點,專(zhuan)班專(zhuan)案盯辦核(he)(he)查(cha),采取明察暗訪、持(chi)續跟蹤(zong)(zong)等(deng)措施,核(he)(he)清(qing)事實(shi)(shi),查(cha)實(shi)(shi)疑(yi)點,堅決堵塞監(jian)管(guan)漏洞。強(qiang)化掛賬督辦機制(zhi),定期跟蹤(zong)(zong)調度,及時掌握企(qi)(qi)業風險(xian)(xian)隱患整改進(jin)度,整改一(yi)項,銷號一(yi)項,做到(dao)善(shan)始(shi)善(shan)終、善(shan)作善(shan)成。(市生態(tai)環境(jing)局(ju)負責)

  (四(si)十)嚴格危(wei)(wei)險廢(fei)(fei)(fei)物(wu)超(chao)(chao)期(qi)(qi)超(chao)(chao)量貯(zhu)(zhu)存管(guan)理。危(wei)(wei)險廢(fei)(fei)(fei)物(wu)經營(ying)單(dan)位危(wei)(wei)廢(fei)(fei)(fei)貯(zhu)(zhu)存期(qi)(qi)限超(chao)(chao)過(guo)1年,或危(wei)(wei)廢(fei)(fei)(fei)貯(zhu)(zhu)存量超(chao)(chao)過(guo)企(qi)(qi)(qi)業(ye)(ye)(ye)經營(ying)規(gui)模20%,無特殊原因(yin)的(de),督(du)導(dao)(dao)企(qi)(qi)(qi)業(ye)(ye)(ye)限期(qi)(qi)處置;逾期(qi)(qi)未處置完畢的(de),暫停企(qi)(qi)(qi)業(ye)(ye)(ye)接收危(wei)(wei)險廢(fei)(fei)(fei)物(wu)。危(wei)(wei)險廢(fei)(fei)(fei)物(wu)產生企(qi)(qi)(qi)業(ye)(ye)(ye)危(wei)(wei)廢(fei)(fei)(fei)貯(zhu)(zhu)存時間(jian)超(chao)(chao)過(guo)1年、貯(zhu)(zhu)存量超(chao)(chao)過(guo)3噸以上的(de),指導(dao)(dao)企(qi)(qi)(qi)業(ye)(ye)(ye)制定(ding)轉移處置計(ji)劃,明確(que)專人跟蹤盯辦,安(an)全(quan)妥(tuo)善處置。(市(shi)生態環境局負責)

  (四十一)加(jia)(jia)強專(zhuan)(zhuan)業(ye)(ye)(ye)監(jian)(jian)管(guan)執(zhi)法隊(dui)伍(wu)(wu)建(jian)設。健全與(yu)防(fang)控(kong)環(huan)(huan)(huan)境(jing)(jing)風險(xian)(xian)需求相匹配(pei)的(de)危險(xian)(xian)廢物監(jian)(jian)管(guan)體(ti)系,提升(sheng)專(zhuan)(zhuan)業(ye)(ye)(ye)化監(jian)(jian)管(guan)水平。加(jia)(jia)強應(ying)急處置技術支(zhi)撐(cheng)能(neng)力(li)建(jian)設,引進專(zhuan)(zhuan)業(ye)(ye)(ye)技術人(ren)(ren)(ren)才,動態更新危險(xian)(xian)廢物專(zhuan)(zhuan)家庫,建(jian)立(li)健全市(shi)縣兩(liang)級危險(xian)(xian)廢物環(huan)(huan)(huan)境(jing)(jing)管(guan)理技術支(zhi)撐(cheng)體(ti)系。強化生態環(huan)(huan)(huan)境(jing)(jing)保護綜(zong)合執(zhi)法隊(dui)伍(wu)(wu)和(he)能(neng)力(li)建(jian)設,加(jia)(jia)強專(zhuan)(zhuan)業(ye)(ye)(ye)人(ren)(ren)(ren)才隊(dui)伍(wu)(wu)建(jian)設,配(pei)齊配(pei)強人(ren)(ren)(ren)員力(li)量,切(qie)實提高危險(xian)(xian)廢物環(huan)(huan)(huan)境(jing)(jing)監(jian)(jian)管(guan)和(he)風險(xian)(xian)防(fang)控(kong)能(neng)力(li)。(市(shi)生態環(huan)(huan)(huan)境(jing)(jing)局牽頭,市(shi)委編委辦等參與(yu))

  (四十二)做好專業(ye)應急(ji)救(jiu)援(yuan)隊伍(wu)建(jian)設(she)。按照全省統一部署,做好危(wei)(wei)險廢物專業(ye)應急(ji)救(jiu)援(yuan)隊伍(wu)組建(jian)工(gong)作,提高應急(ji)救(jiu)援(yuan)能力,最大程度減少突發(fa)危(wei)(wei)險廢物事件環境影響(xiang)。(市生(sheng)態環境局(ju)負責)

  (四(si)十(shi)三)落(luo)實法(fa)律法(fa)規(gui)和制度(du)規(gui)則。認真落(luo)實《中華(hua)人(ren)民共和國固體廢(fei)(fei)物(wu)污染環(huan)境(jing)(jing)防治法(fa)》《河北(bei)省(sheng)固體廢(fei)(fei)物(wu)污染環(huan)境(jing)(jing)防治條例(li)》。嚴(yan)格(ge)執(zhi)行小微企業危險廢(fei)(fei)物(wu)收集(ji)試點(dian)、廢(fei)(fei)鉛蓄電(dian)池收集(ji)試點(dian)管理規(gui)則,推動試點(dian)工作積極穩(wen)妥(tuo)開展。聚(ju)焦重點(dian)行業,研究行業原輔材料、工藝技術、生(sheng)(sheng)產(chan)規(gui)模等(deng)與(yu)危險廢(fei)(fei)物(wu)產(chan)生(sheng)(sheng)量內在邏輯關系,為日常監管提供基礎支撐。(市生(sheng)(sheng)態環(huan)境(jing)(jing)局負責)

  (四十四)提升基(ji)礎研究(jiu)能(neng)力。通過現有(you)渠(qu)道積極支持危(wei)(wei)險(xian)廢物(wu)風(feng)險(xian)防(fang)控與利用處置相關科研活動。加強區域性危(wei)(wei)險(xian)廢物(wu)和化學品測試分析與環境風(feng)險(xian)防(fang)控技術能(neng)力建設,強化危(wei)(wei)險(xian)廢物(wu)環境風(feng)險(xian)預警(jing)與管理(li)決策支撐。(市科技局、市生(sheng)態(tai)環境局等(deng)按職責分工負責)

  十、保障措施

  (四十五)壓實屬地和(he)(he)(he)部(bu)(bu)門責(ze)任(ren)(ren)。各(ge)縣(市(shi)、區)要(yao)(yao)加(jia)強(qiang)對強(qiang)化危(wei)(wei)(wei)險廢物(wu)監(jian)管(guan)和(he)(he)(he)利用處置能力工(gong)作(zuo)的(de)組(zu)織領導。各(ge)縣(市(shi)、區)要(yao)(yao)將危(wei)(wei)(wei)險廢物(wu)污(wu)染(ran)(ran)環境(jing)防(fang)(fang)治情況納入環境(jing)狀況和(he)(he)(he)環境(jing)保護目標(biao)(biao)完成(cheng)情況年度(du)報(bao)(bao)告,并(bing)向本級人民代表大會或(huo)者人民代表大會常務委員會報(bao)(bao)告。各(ge)有關(guan)(guan)(guan)部(bu)(bu)門按照職責(ze)分工(gong)嚴格履行危(wei)(wei)(wei)險廢物(wu)監(jian)管(guan)責(ze)任(ren)(ren),加(jia)強(qiang)工(gong)作(zuo)協同聯動(dong)。對不履行危(wei)(wei)(wei)險廢物(wu)監(jian)管(guan)責(ze)任(ren)(ren)或(huo)監(jian)管(guan)不到位的(de),依法(fa)嚴肅(su)追究責(ze)任(ren)(ren)。(各(ge)有關(guan)(guan)(guan)部(bu)(bu)門按職責(ze)分工(gong)負責(ze))建立危(wei)(wei)(wei)險廢物(wu)污(wu)染(ran)(ran)環境(jing)防(fang)(fang)治目標(biao)(biao)責(ze)任(ren)(ren)制和(he)(he)(he)考(kao)核評價制度(du),將危(wei)(wei)(wei)險廢物(wu)污(wu)染(ran)(ran)環境(jing)防(fang)(fang)治目標(biao)(biao)完成(cheng)情況作(zuo)為考(kao)核評價黨政領導班子和(he)(he)(he)有關(guan)(guan)(guan)領導干部(bu)(bu)的(de)重要(yao)(yao)參考(kao)。(市(shi)生態(tai)環境(jing)局牽(qian)頭,市(shi)委組(zu)織部(bu)(bu)等參與)

  (四(si)十六)加大督(du)查整(zheng)(zheng)改(gai)(gai)力度(du)。強化(hua)中央和省級生態環境保護督(du)察(cha)發(fa)(fa)現(xian)問題(ti)整(zheng)(zheng)改(gai)(gai),對發(fa)(fa)現(xian)的涉(she)及危(wei)險(xian)廢物(wu)問題(ti),明(ming)確(que)專人負(fu)責,強化(hua)整(zheng)(zheng)改(gai)(gai)舉措,及時銷號驗收(shou)。對涉(she)危(wei)險(xian)廢物(wu)環境違(wei)法案件頻發(fa)(fa)、處置能力嚴重不足并造成環境污(wu)染或惡劣社會影響的縣(市、區)和單位,視(shi)情(qing)況(kuang)實施區域(yu)限(xian)批或掛(gua)牌督(du)辦,推(tui)動問題(ti)整(zheng)(zheng)改(gai)(gai)。對督(du)查中發(fa)(fa)現(xian)的涉(she)嫌違(wei)紀(ji)或者職務違(wei)法、職務犯罪問題(ti)線索(suo),按照有關規(gui)(gui)定(ding)移送(song)紀(ji)檢(jian)監(jian)察(cha)機關;對其他問題(ti),按照規(gui)(gui)定(ding)移送(song)有關單位處理(li)。(市生態環境局(ju)牽頭,相(xiang)關部門參與)

  (四十(shi)七)加強教(jiao)育(yu)培訓(xun)。推(tui)動高校(xiao)、科(ke)研院所的危(wei)險(xian)廢物(wu)治(zhi)理相(xiang)關(guan)學(xue)科(ke)專(zhuan)業建設。加強危(wei)險(xian)廢物(wu)相(xiang)關(guan)從業人員培訓(xun),依托具備條(tiao)件的危(wei)險(xian)廢物(wu)相(xiang)關(guan)企業開展現場培訓(xun)實習。(市教(jiao)育(yu)局、市生(sheng)態環境局等(deng)按職責(ze)分工負責(ze))
